The pace bowler has secured 309 Test scalps in 71 five-day games with an impressive average.
The Australian chair of selectors Bailey has stated that skipper Cummins will be a central figure in this winter's England-Australia contest.
Rumors had circulated that the 32-year-old might sit out due to a ongoing back issue that was still troubling him.
Initial reports from the squad suggested no definitive call had been made regarding his involvement, with the extended contest scheduled to begin on November 21 in the WACA.
Bailey expressed that the captain is progressing and was "optimistic" about the prospects of participating.
"We know that time is getting short and multiple considerations at play, not just the back issue, but further aspects," Bailey remarked.
"We're encouraged. There's strong faith that he will feature a major part. Hopefully it's the first Test. Otherwise, then we'll pick it up."
Injury History
Cummins was ruled out the ODI and T20 games against New Zealand and India in the previous weeks after examinations confirmed a lumbar bone stress.
Previous incidents include of back injuries, with setbacks in multiple past seasons forcing him out of several home seasons in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his recovery plan to secure his spot for the Ashes.
The selector indicated that there was no confirmation if he had started his bowling workouts as part of his comeback but admitted it was "getting tight" for him to be fit for the opener.
Backup Options
In case of absence, former captain Steve Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their ODI contests against the subcontinent side as a safety move because of soreness in his side.
The selector characterized it as a "small issue and confirmed that Green will play in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into building out the plan for him to take part for the initial game as an all-rounder," Bailey explained.
"He was only going to play the starting games anyway. The way he swings the cricket bat in white-ball cricket, should it hinder progress for a short period, we just made the decision to approach this more conservatively."
